Willis–Pendleton LLC was started by its CEO/President Catherine E. Nugent in 1989. With 20 years of issue advocacy experience in Missouri, Kansas and Nebraska, Willis–Pendleton LLC has developed and implemented public and private‐sector legislative and regulatory strategies, public policy, strategic planning and coalition building with particular emphasis on organizing grassroots and grasstops campaigns.

Within this, we specialize in women and minority coalition development. Willis–Pendleton LLC has single‐handedly created leverage and interest where there was none and demanded action from previously inactive industries.

We have extensive experience in constituent education of issues including arranging for committee testimony, editorial page opinion pieces, press conferences, letters to their Congressmen and Senators and direct meetings to discuss an issue.
